# Working Groups and workstreams

Working groups and work streams do the detailed work. They are **open to the community**: you do not need to be a committee member, or an Intersect member, to take part.

Each committee may establish working groups freely to address specific work items, invite any person or organisation to participate, and draw on relevant experts. Working groups report back to the committee. ## Active

### Constitutional Amendment Process (CAP)

**Purpose**: Design and operate a transparent, inclusive process for amending the Cardano Constitution, and run the portal that implements it.\

**Status**: **Hiatus until the CAP alpha concludes.**\
Moved to asynchronous working with bi-weekly editor calls on 27 August 2026. Its scope is shifting to act as an open drafting space for community-led amendments.

## Cardano Vision 2030: Governance Pillar

**Purpose**: Coordinate Pillar 3 (Governance) of Cardano Vision 2030. The committee agreed on 20 August 2026 to act as strategic coordinator and roadmap owner, leaving technical execution to the wider ecosystem.\
**Status**: Active. Structured as five parallel lanes with a member champion each, using the [Five Lanes framework](https://drive.google.com/file/d/1qcZNgcWYtK9eS5d0l7Voeay8VsKbgfg0/view?usp=sharing). Deliberately **not** constituted as a separate working group, to avoid fragmenting the committee's limited capacity.

## Concluded

### Governance Health *(paused January 2026)*

**Purpose**: Establish how to measure, understand and improve the health of Cardano's governance. **Charter**: [GHWG Charter](https://docs.google.com/document/d/1hbNAOGpjAODkKRxKIQAN6M0UEmvSgceFf13IY3DlRyk/edit?usp=sharing) **Created**: 17 July 2025, to deliver objective 1 of the [H2 2025 roadmap](https://docs.google.com/document/d/1N5OAsKYL05U_ACKp1s2vmOQNAUzX2-LmLsgzjyMCzxQ/edit?usp=sharing)

**Delivered**: all six milestones, concluding with the [**Governance Health KPI Report**](https://docs.google.com/document/d/1EKH1ktkgu3ne7mta8o-ky7x3yMKcG4onjiFKZxCns24/edit?usp=sharing) (24 pages, six KPI categories), approved for publication 4 December 2025 and released January 2026; and a live [**Dune dashboard**](https://gov-health.intersectmbo.org/) in April 2026. The group paused on delivery rather than closing outright, and reactivation was discussed in May 2026.

### Governance Education *(concluded March 2026)*

**Delivered**: all five milestones: the [Cardano Governance Education Framework](https://docs.google.com/document/d/1OdnXvIDGMpWOsk7O1NT2_SDoJZRF9MkA1FwMBARu-0U/edit?usp=sharing) through to v2; a published [resource filtering framework](https://docs.google.com/document/d/1nlS7Wk6-52Y2d3yWVB-3r5NpbikdILWZ/edit?usp=sharing) scoring resources on accessibility, accuracy, adaptability, inclusivity, relevancy and empowerment; and a curated [resource database](https://docs.google.com/spreadsheets/d/1--LJDJG0uL3gC0S_BJMezso1fBfVAw4nzlyvY3lafrc/edit?usp=sharing) hosted openly on GitHub with contribution recipes so the community can maintain it (26 March 2026).

### Governance Incentives *(dissolved August 2026)*

**Purpose**: Connect and coordinate work on governance incentive mechanisms, and provide recommendations to the community through the Civics Committee. **Charter**: [GIWG Charter](https://docs.google.com/document/d/1qw435zjqX-LtA_A8C_r0H46Gh1FwkC3Lefb_U2PX_pw/edit?usp=sharing), ratified 30 April 2026 **Created**: 15 January 2026

**Delivered**: Milestone 1: the [governance incentives initiative mapping](https://docs.google.com/document/d/1h63FkfVZR-7IUpGI7YnioQJ98Y43h8ZdlTOIVkVeVQg/edit?usp=sharing), with cooperation secured from IOG research.

**Why it closed**: the workload had concentrated on a single person and was not sustainable. Rather than let it stall, the committee dissolved the group on 27 August 2026 and moved long-term incentive work into the [Cardano Vision 2030 governance roadmap](https://drive.google.com/file/d/1qcZNgcWYtK9eS5d0l7Voeay8VsKbgfg0/view?usp=sharing).

### Constitutional Committee Elections *(concluded September 2025)*

**Purpose**: Enable the Constitutional Committee election to replace the Interim Constitutional Committee on expiry of its term. **Charter**: [CC Elections WG Charter](https://docs.google.com/document/d/1Kk019WWOplZZIJ1suf6hLGWuAeTsBIrRtP7J74Llepc/edit?usp=sharing)

**Delivered**: all six milestones, from evaluation of the ICC process through registration tooling, stakeholder engagement, the rotation strategy, the handover protocol, and a final recommendations report (11 September 2025).

**What replaced it**: from January 2026, Constitutional Committee elections are run by Intersect's governance team under a RACI matrix, with the Civics Committee retaining oversight and adjudicating edge cases (approved 29 January 2026). This was a deliberate move to stop election administration depending on volunteer availability.

### Constitution Ratification *(concluded 2025)*

**Purpose**: Facilitate the drafting and community ratification of the Cardano Constitution.

**Created**: 21 March 2024

**Delivered**: the [Draft Constitution](https://drive.google.com/file/d/1SYFzjrRjf7rkBrLRjPi51AyzbZBajrmZ/view?usp=drive_link) and [Cardano Tenets](https://drive.google.com/file/d/1wGTiTkVMWBel_kTfqNrHAl2irphBXD_3/view); 60+ community workshops with 50 grant-funded (13 June 2024); delegate synthesis workshops across multiple regions (7 November 2024); the Constitutional Convention in Argentina; and the Constitution governance action submitted on-chain in January 2025. Issues identified but not resolved during drafting are recorded in the [Constitutional Debt Backlog](https://docs.google.com/document/d/1Bmethc-6Ww7JwVIpRPkBHaeUN8Hrln1bIggry4NJYXI/edit?usp=sharing).

### Governance Guardrails *(concluded 2024)*

**Purpose**: Recommend the non-parameter guardrails needed to avoid system failures.

**Created**: 26 October 2023

**Delivered**: the [guardrails analysis](https://docs.google.com/document/d/1bbnPhaiygk0LjOopY5vab19hYWLMDOXk4axSHugSGTA/edit?usp=sharing) that fed the interim Constitution, including the treasury withdrawal net-change-limit provision agreed 7 December 2023 and drafted into text 18 January 2024. That guardrail remains in the Constitution.

### Governance Support *(archived April 2025)*

**Purpose**: Provide administrative and facilitation resources to the Interim Constitutional Committee, monitor on-chain voting tooling, and maintain voting guidelines and templates. **Charter**: [Governance Support WG Charter (draft)](https://docs.google.com/presentation/d/11L9dO72mI2d_usJVMnjV0RBIQ23UCkrH2Hry_d7Wq3o/edit?usp=sharing)

**Created**: 5 September 2024
